When I try to power them on I am getting a blinking Amber Power light. Anybody know what is causing this issue and hopefully how to fix it as well Well Dell says it's a power supply, I know you said you switched them out, but something could be shorting them. I don't know why that worked, but I had one spinning fans and blinking amber before failing in the past, and this has worked for me when even switching out the power supply didn't.
Give that a try. It's been awhile since I've had any 's in my fleet. But I do recall seeing this behavior before. I want to say a power supply replacement took care of it. Gets enough volts plugged into one source but another one and it just isn't enough to make it go.
You could also test by swapping power supplies with a different if you have another one. What you might find is that they both work. I think it may also be a sign that one or more capacitors are getting 'old'. You might examine the main board for any caps bulging at the top. The blinking Amber light usually indicates a power issue, but it can be indicative of a motherboard problem rather than a power supply.
Pull the RAM, then try to turn it on.

Does it beep? If not, it's a bad mobo. Did you check for bulging capacitors? We ran about 30 of these machines and a flashing amber does point to the power supply in the space of 3 month we had to replace every psu as all of them developed the same fault!
We have a full shop here with mostly Dell systems and I've had this happen on a few occasions. In my case, one system needed a new power supply and the other two had full motherboard swaps done. Just had this happen on a PowerEdge a couple of weeks ago.
Narrowed it down to either the CPU or Motherboard, as we replaced everything else with known good spare parts. We ended up having to get a new server. There went a good chunk of my operating budget. I've had this issue with Optiplex 's and 's. There was a problem a while back where Dell had a whole slew of bad motherboards for the and models and this was due to bad caps from the manufacturer.
Check the caps around the CPU. You could also test the PSU again with a known working one. Luckily they were under warranty so we got them replaced. If you swap out the Power Supply for a new one already, try plugging the GX directly into a wall outlet different than the one you currently use.

But I can't hear the fan or hdd. It's alredy happened two times, each time it began starting again after a few tentatives I have solved the problem by unlocking Windows ie making Windows without a code to confirm entry and cancel the footprint.
My problem is that the computer doesn't start. If not, the display is likely bad. If you can get the self-test to run, check the cables that run between the display and mainboard. If they're damaged, and it's not a touchscreen, the cable can be replaced. If it's a touchscreen, the screen assembly will need replacement. My Dell Latitude is not starting up after pressing the power button, it just blinks 10 times and nothing happens after that.Not having much luck finding any tips online to fix. Replaced power cord no help either. Have you tried unplugging everything, holding the power button down for 15sec. According to the manual that flashing light indicates any number of potential faulty components. If you are hands on then the first item to check is the PSU. I would disconnect it and power it up to check its voltages with a DVM. Then it the PSU is OK you reconnect it to the motherboard but disconnect much of the other components and try again.
Realise that Dell Power Supplies are often specific to Dell and the voltages that you get on the different connections are not readily available. I 2nd peterw on swapping the PSU. This could be the quickest way to determine if the PSU is the issue. The flashing orange light is normally a power supply issue on the older Dell Optiplex PC's I have, i would inagine this would be the same on the more recent ones. I have the 's in house and most of the time that indicates a power supply issue.
Try replacing it or using a power supply tester on the old one to confirm. I would check with Dell on that. I have a SFF that needed a new drive, and I wanted to upgrade to Windows 10 when changing it out Here I did this work offline, and the bios required my LAN cable to be plugged in.
